By B Huffman. Committed to USC. Baxter had a strong showing and was offered at USC's camp this week. He accepted on the spot as he saw no reason to wait. He says that he has a great relationship with the coaches at USC.

Scouting Report: A throwback of sorts, I compare Baxter to former Baltimore Colt Lenny Moore, in that he can play any position and make it look effortless. Plays five different positions including quarterback. What separates Baxter at any position is his rare COD ability. Has lightning quick feet and outstanding acceleration. His vision, jukes, and spins are well publicized, but he also has the size to carry a pile. While listed as a tailback, Baxter makes his name split out wide where he is a machine. Has made a number of highly-rated corners look silly. Put himself on the map by repeatedly beating five-star DB Patrick Johnson as a freshman. Gets consistent seperation and catches everything thrown his way. Easily the best receiving tailback I've ever seen in person. Has a strong arm as well, could be recruited a spread quarterback for the next level if he wanted. Baxter lacks elite timed speed, but it rarely shows up on the field. Probably the biggest offensive mismatch in this class.
