Most of those schools have expressed an interest in moving Proctor to another position like wide receiver or defensive back because of his 4.4-second speed in the 40-yard dash.
Appalachian State is the only school to have offered a scholarship and chance to play the quarterback position, which is what Proctor would prefer to do, according to Bailey. But Illinois, Georgia Tech and West Virginia are also considering him as a quarterback prospect.
“He may have to go to some places this summer and work out at another position, or show them (recruiters) in camp that he can play quarterback,’’ Bailey said. “But what I’m telling them is give him a chance at quarterback. If he doesn’t work out there, you’ve lost nothing because you still have one of the best athletes in North Carolina coming to your school anyway.’’
Despite all the attention from other schools, Maryland remains as Proctor’s favorite. He grew up following the Terps and his father works in Washington, D.C.
The Fayetteville Observer named Proctor its Cape Fear region Player of the Year in 2007 after he rushed for 1,105 yards, threw for 754 yards and scored a total of 18 touchdowns.

From the NC State site...talks about the Shrine Bowl combine...has picked up offers from Illinois, East Carolina, Maryland and Duke. Plans to camp at Maryland and VaTech and possible PSU and ND. South Carolina and WVU could also be close to offering.

From the NC State site. Proctor's coach says that Everett will take a visit to Virginia Tech this weekend, and then will make his decision as early as next week. He adds that it looks like it will be Georgia Tech, Virginia Tech or NC State, and talks about how he thinks NC State could be a great fit.

The Fayetteville Observer’s 2007 Cape Fear region Player of the Year made an oral commitment to N.C. State on Monday, a decision he based in part on the Wolfpack’s offensive style.
Proctor chose N.C. State over scholarship offers from East Carolina, Illinois, Maryland, South Carolina, Virginia Tech and runner-up Georgia Tech. Both the Wolfpack and Yellow Jackets wanted the 6-foot-2, 185-pounder as a quarterback. But Georgia Tech is expected to run an option-based offense under new head coach Paul Johnson this fall, while N.C. State runs a more traditional pro attack.
“At first, I thought about Georgia Tech,’’ Proctor said Monday evening. “But I just couldn’t see myself developing enough in that offense to play beyond college. And I think I’d like to try to go further than just college football.’’
Many in recruiting circles thought Georgia Tech’s offense might be the perfect one for Proctor. Blessed with 4.4-second speed in the 40-yard dash, he was Cumberland County’s third-leading rusher a year ago with 955 yards on 156 carries (12 touchdowns).
But Proctor ranked well down in the county passing statistics, completing 63 of 133 (47.4 percent) for 612 yards and three touchdowns.
That’s why several schools began recruiting Proctor last spring as an athlete, or someone capable of playing other positions besides quarterback.
Instead of jumping at those early offers, Proctor went about proving his passing skills to college coaches during the summer camp season.
Making impression
Jack Britt coach Richard Bailey said N.C. State was one of several schools on which Proctor made an impression.
“They were the first school to offer Everett, but it was as an athlete,’’ Bailey said. “N.C. State will not offer a quarterback, though, unless they have him in camp and get to work with him. They may offer at other positions, but the policy with quarterbacks goes back to their (N.C. State coaching staff) days at Boston College.
“So Everett made the choice two weeks ago to go to N.C. State and work out at quarterback. Coach (Dana) Bible (offensive coordinator) worked with him about an hour and after that he was sold. He said Everett could be a quarterback and he felt like he was the best they had seen in their camps.’’
The Wolfpack extended a scholarship offer last week and Proctor decided Monday to accept.
Intimidation factor
Proctor was not intimidated, not much at least, by the presence in Raleigh of highly touted freshman quarterback Mike Glennon. Glennon, from Chantilly, Va., was one of the prizes in last February’s recruiting class for N.C. State.
“To tell you the truth, I was a little nervous about that at first,’’ Proctor said. “He’s one of the best (high school) quarterbacks in the nation. But I just saw it as an opportunity to get better. It’ll make me better practicing around somebody like that. I can watch what he does and learn how he became to be so good.’’
Proctor is the sixth player to join the N.C. State recruiting class and is expected to be the only quarterback the Wolfpack recruits this year.
